The iconic Tennessee River system of dams, reservoirs, and locks provides primary flood control for the City of Chattanooga, while allowing traffic movement upstream and downstream, connecting individual reservoirs.

Our proposal uses the concept of locks to create a unified connection between sloping alleyways in Chattanooga. While the lock serves as a connection between differing elevations, it also creates opportunities for large and small gathering spaces that each have their own individual identity and characteristics. The connection of the lock and the gathering spaces provide opportunities for display of art, performances, recreation, and pop-up food or bar events.
